Open Question: a question about TV tuner cards?

Hi I am an American living in the Philippines I would like to be able to watch TV from my hometown Sumter SC I have an encore ENLTV-FM3 tuner card and a VPN I did the setup, installed the latest driver for my tuner my windows shows me the local TV Stations in SC but when I try to watch it say tuner not available.
